while it seems that William is the antagonist and Sherlock is the hero, I don't believe it is. Even from the way Sherlock said that he doesn't want to solve simple mystery that could probably mean the world to the person who came to consult with him just shows that he doesn't really care about those people. He doesn't want to be a hero, he just wants to play detective. William staged the whole thing, putting his life, his comrades' lives at risk for the greater good of England yet Sherlock turning a blind eye on the autocratic system.
